Planner has two levels of plans: Planner and Planner Premium. Power Automate is only compatible with basic Planner Plans, and will not work via the built in actions with Planner Premium Plans.
This is because Planner Premium Plans are running on the older Project Roadmap back end, which uses the Microsoft Project Online APIs. You can still use those APIs to interact with Planner Premium Plans, but doing so is much more difficult. Further, Microsoft is retiring Project Online entirely in September 2026, so those APIs may be time-limited as well.
It is recommended to only use basic Planner Plans when working with Power Automate.
