Yes, you may do that. Either by sharing the app, or by sending the dedicated URL to the person.
When you share they will get an email invite. Here is how to share your app.

Please note that different email templates are sent depending on the permission you decide to share the app with. When you share the app with User permission, the email contains the link to run the app. When you share the app with Contributor permission, the email contains the link to edit the app in PowerApps Studio or to run the app.
You may also embed hyperlinks to your app. From the same location where you share the apps, you will notice the ellipsis at the end of the app row in the list. Click on "details" to find the unique App URL on the lower left of that page. (It's built using the app ID).
