Suppose we buy p1 and p2 plan and now we want 20 external users(client users) to acces these apps how do we add these external users to our p1 plan(send an invite and we pay the fees?)
In my experience, unless you need to use CDS as a back-end or any of the 'premium' connections then you can just create the users in your Office 365 enviornment and there is no need to buy any licenses.
We will have CDM database.

The only sign-up option for individual users in your organization is the PowerApps Plan 2 trial, which they can sign up for through the PowerApps website. For more detailed info, pleas refer to:
