I don't understand why you have used item()?['attachments'] , It seems to be wrong ,
Could you try this approach ?
From documentation of create blob, it requires content which needs to be uploaded to blob, so i thought may be using Get Attachment content which helps to content of attachment and then pass it as parameter there may helps 🙂
