Jira Create a new issue (V3) action not working.

I am creating a flow where one of the steps is to create a Jira ticket.  I am trying to use "Create a new issue (V3)", and I am seeing an error.  Also, I don't have the ability to define the fields for the issue to be created. 



I have another flow where I also have a step to create a Jira ticket.  I am trying to use "Create a new issue", and that it working fine. 



I do not have the "Create a new issue" option for the new flow (only V3): 



How do I get this to work?  why is the "Create a new issue" option not available?

    This is a JIRA backend issue
    If you have access to JIRA
    Saw someone recommend
     
    Make the Reporter field Optional 

    Click the Cog
    Select Issues
    Select Field Configurations
    Select your Field Configuration (we're just using the Default Field Configuration)
    Search for the Reporter Field
    Click to make Optional
