Possible Causes
1. Managed/Unmanaged Issues
o If your flow is part of a Managed Solution or was transferred from another environment, there might be incompatibilities in the metadata fields (e.g., isLicenseEntitledByRetrieved).
2. License Entitlement Check
o Even in a Developer Environment, if you’re using premium connectors or actions that require additional licensing, Power Automate needs to verify certain license-related metadata fields such as isLicenseEntitledByRetrieved.
3. Corrupted/Missing Flow Definition
o The JSON definition of your flow might be corrupted or missing some fields. This can cause deserialization errors when trying to enable the flow.
Proposed Solutions
1. Recreate or Copy the Flow
o Create a new flow and replicate the steps one by one from your existing flow.
o Alternatively, try copying the existing flow using the “Copy Flow” (Save As) feature. This can help clear out any problematic or missing metadata from the original flow.
2. Check Your Licensing
o Log in to flow.microsoft.com and review your Plans under your account.
o If you’re using premium connectors or actions requiring additional licensing, ensure you have the correct license—even if you are in a Developer Environment.
o If you encounter an “entitlement” error related to license validation, consider renewing your Power Automate license or ensuring you have a valid license assigned.
