Sounds like you’re following the “Using Actions” learning path (where you’re supposed to add an Action to a Copilot/Agent).
What maybe confusing you is that in your existing “New Onboarding” agent, you’re only seeing the Agent tab and not the Actions tab.
The Actions feature is available only when the Agent is created in Copilot Studio in the right environment + license.
If your “New Onboarding” agent was created earlier (or in a restricted environment), it may not expose the Actions tab.
Check Environment & Licensing
Actions require a Power Platform environment with Dataverse.
If your agent was created in the “Default” environment, you might not see the Actions tab.
Try creating a new agent in an environment that has Dataverse enabled.
Verify You’re in Copilot Studio
Go to https://copilotstudio.microsoft.com.
Open your agent there.
You should see tabs like: Topics, Entities, Actions, etc. If you only see Agent, you’re in the simplified Copilot experience, not the full Studio.
Enable “Actions” in Preview Features
In Copilot Studio → Settings → Preview Features, check if “Actions” is enabled. Sometimes it’s hidden behind a feature toggle.
Create a Fresh Test Agent
To confirm it’s not an issue with the old agent, try:
“New Agent” → name it “Test Actions”
Check if the Actions tab appears
If it does, then migrate your flows/topics from the old agent.
