Splitting sharepoint list items and creating html table

First table is a list in Sharepoint with two columns. I need to split each row item and create a table shown below based on delimiter

    I couldn't think of a more elegant way to do this, so did it brute force with 3 Apply to each actions.  Here is the output and overall flow.

    Here are the expressions used at each step.  I made a compose action to simulate your input.

    input for ATE2 = split(item()?['Name'], ' | ')
     
    input for ATE3 = split(items('ATE1')?['City'], ' | ')
     
    And here is the input for the Append to array variable step inside ATE3
