There are now two plans for Power Automate:

I've read the documentation, but it is still unclear to me how it works.

Let's say we have these two scenarios:

I create a Flow which is triggered by a MSFT Form submission. It then calculates something based on the values retrieved on the Form, and finally pushes data to a table in SQL Server (Which I know is a Premium feature).

Then, a user from my organization, who doesn't have a Power Automate account, fill the form. What would happen? Will the Flow be triggered and executed?
The same as above, but for a user outside of my organization, with a Fom configured so anyone could complete it.
