Error:
Filter Array, trying to check: Checking to see if Remediation Plan = TBD or Expected Completion Date is BLANK

From the error message you provided, I see two problems:
1. Items(‘Apply_to_each’) is used in [Filter array], but [Filter array] is not put into [Apply to each]
2. There is a problem with the formula in the Filter array
For the first question:
Can you show a screenshot of this part of the flow?
For the second question:
Can you mention the content of the formula?
I can't see anything wrong with the formula in the picture.
It is recommended to use Compose to test whether the content of the formula is correct.
Reminders are not provided in the Filter array. This leads us to the error.
