Create an Approval flow when a file is "MOVED", NOT uploaded into a folder.

I have created a successful flow for when a file is approved, it moves into a new folder.
Now I am wanting to initiate a new approval request once that file lands in the new folder.  However, the "When a file is created", and the "When a file is created or modified" triggers do not pick up the file in the new folder when it was moved from a previous flow.  I also tested out the "move to" feature which allows you to move files between folders and this also does not trigger the flow.
It seems these triggers only work if a file is uploaded manually into the folder.
 
Is there a way that when a file is approved and moved to a new folder through a prior work flow, a new approval request can automatically be generated for the next person that needs to review that file?

    Are you using the "when a file is created (properties only)" trigger action?

    I tried with the "properties only" and the "when a file or item is modified" .  I hadn't tested out the "move to" option with this trigger. I just did, and selecting the "move to"  feature does trigger the flow, but having the file automatically move from a previous flow moving the file into the folder still does not work.
    That being said, when I was testing the flow with the "move to" feature of Teams, the flow did work, but the test never picked it up and it ended up timing out which seems strange.
