Sharing co-pilot acccess with other users on Microsoft Teams

I have created a co-pilot app in Microsoft Teams. I have invited six people to access it and only two have. I have gone over the design instructions several times and the result is the same everytime. Nothing changes, 

 

IF someone can help me I would be very grateful. 

 

I posted before and nobody replied.
