Sharepoint Page has not been updated for a year, so the SharePoint pages - automatically workow

E-mail notifications to SiteOwner and Creator from a SharePoint page that have not been processed for more than 1 year. If the site has been created and no changes have been made, that an email can be sent, that the site has not been updated for a year, so the SharePoint pages are always up to date. do you have any idea how to implement this?

I would be extremely grateful for any feedback.
