I have encountered an issue
Default Enviroment
I create an instant flow, with the first action being 'For a selected file' then configure and save it. I can see it in the flow dropdown when I select a document in the library and click on the flow button on the ribbon.
Any Environment other than the default Environment
I create an instant flow, with the first action being 'For a selected file' then configure and save it. I cannot see it in the flow dropdown when I select a document in the library and click on the flow button on the ribbon.
I have shared the flow with a list and even shared it with another user directly who has full control on the library (I have site collection admin rights) and we still cannot see the flow if it is sitting in a default .
Is this a bug or expected behaviour?

I am having the same issue, still hasn't been resolved..
I am also facing the same issue:
We have default environment set in one location which is not recommended to use for SharePoint tasks. We have created an another environment which will be dedicated only for SharePoint. But it is not set as a default one(Not sure How to make Power Platform environment as default).
When we have create instant type Flow from the newly create environment (which is not the default one), that instant type flow should show one item selection, but unfortunately it is showing blank.
I think this is the bug that need to resolved in future release. Please suggest a ideas- How to handle such situation where instant type workflow needs to be created with particular environment not with the default one.
Or let me know detail steps - how to change the default environment for the Power Platform

It is expected behavior, we only can configure For a selected item/file in the default environment.
When you create a flow from SharePoint Online, we will be automatically navigated to the default environment to configure Flow.
