Publisher & User Licensing Requirements for CoPilot Bots in MS Teams

I can create CoPilot Studio Bots without a premium license.
But I need a premium license to publish a bot on MS Teams (and most other channels).

After publication, can regular users use the bot without requiring a premium license?
or do both publisher and users need the premium license?

    If you create the Bot using the Copilot Studio app inside Teams then it is covered by the Teams license and any licensed for Teams can use it inside Teams. You can also create it in Teams without a premium license. If you create the Bot using the regular Copilot Studio web designer then you will need a Tenant license to use the bot whether it is published to Teams or elsewhere. The tenant license includes free user licenses that can be assigned to developers.
