In the plan licensing, which users are counted for the per user per month amounts?

For plan 1 and plan 2, they are licensed at $5 and $15 respectively, per user/month.  My question is which users?  Is it those who have been given a license in the Office 365 account?  Is it the entire tenancy?  Something in between?  Before I move from a trial period on one of these plans, I would need to know so we can make a decision about which plan to use.

    Hi @PhilipCaldwell

     

    The plans are per user and the license goes to whoever you assign it to. For example, let's say you have 25 users, but only 10 Flow licenses. From those 25, you will have choose who gets the Flow licenses you have available. Just remember, all the users across your tenant get the free version of Flow, but they will be limited to 2000 per user/mo.

    Hey @PhilipCaldwell 

     

    If you have Flow as part of your Office 365 tenant you wont have to pay extra for Flow unless you want to use Premium connectors, DLP+Environments and/or assign additional admins.

     

    For those building Flows using Premium connectors, and for those to be admins, you will need P2 Accounts for.
    For everyone else in your tenant that won't be building flows but may just be using them, the office plan should more than suffice.
