I feel like I've been able to do this before, but for some reason I can't seem to edit the table permissions for the 'Basic User' through the Power Platform Admin Centre under Settings > Security roles (Preview) > Basic User.
I have the System Administrator permission for my account and I'm trying to do this for a Prod environment. When I scroll down to a table that I want to edit the permissions for and right-click the ellipses next to the table name, the 'Permission Settings' selection is disabled. Screen shot below.
I can copy the Security Role, then edit the permissions in the copied role, but just can't do this for the 'Basic User'. The problem with this approach is re-assigning all users to the new Security Role which would be a pain.
Any thoughts? Your help would be appreciated!
I just had a weird experience, following a push from a DEV environment to PRODUCTION. Basic User was in our solution, with a few privileges added. This worked fine after May, when the above stated transition took place
Yesterday, doing the same update, the Basic User in PRODUCTION appears to have reset to it's Microsoft defined default. But the Basic User in our DEV environment (and solution) retains the custom permission settings.
Something to watch out for. Basic User can be reset out from under you - and will not pick up changes that come in with a managed solution, even if the changes somehow remain in that solution.

If you have made changes to the Basic User security roles before, you will need to plan to create a separate security role and copy from your updated roles.

Sorry, but I don't believe that is correct. I too was able to edit what read/write privileges the Basic User had for custom tables a month or so ago, but can't now. And I've tried in both a Sandbox environment and a Production environment.
Besides, nowhere in the documentation does it say you can't edit the Basic User, instead, it specifically talks about being able to edit a security role. See: https://learn.microsoft.com/en-us/power-platform/admin/database-security#create-edit-or-copy-a-security-role-using-the-new-modern-ui-preview
I encountered the same problem since yesterday. I was able to edit Basic User role in Sandbox environment two week ago!

You may be able to edit "Basic user" role in other kind of environment (Default environment for example) rather than prod one.
Advice would be what you mention in your last paragraph, copy the "Basic user" and make customization on it.
