The ability to get topic suggestions from transcript utterances is currently in preview, which sounds like is close to what you are after. You can read more about it in this blog post AI-assisted authoring: detect topic overlaps and get topic suggestions from bot sessions | Microsoft Power Virtual Agents.
Head over to Manage -> AI Capabilities and enable Topic suggestions from chat transcripts (preview) in your PVA bot.
