There is no way to ensure members of a channel are made aware of an adaptive card since Microsoft Teams allows you to mute and even turn off notifications for a channel.
If this is critical, you may want to send the message to their e-mail instead or educate users who need to respond to check if they have muted or turned off notifications for the channel you are posting to.
