    Is your personal a/c and flow author account same? If they are different, can you check if the Flow Author account has enough permissions to create folder?

    Here is a blog to create folder in SP document library:

    @Alice_italy  Can you check to see what connection is Flow using for the SharePoint action. This can be done by:

    Clicking the 3 dots on the action.
    Look under connections,

    You could also try and create a new connection in same place.

    @rsaikrishna ,

    thank you for your support,

    the create folder flow is working under my connection (I can see my personal e-mail adress)

    I can't use other colleagues connections, because I'm working on my personal account

    Does your personal email address have permissions in that particular Site?

    @Jcook,

    I don't know, I don't think,

    for example, person A share the folder to person B, person B share folder to C (I'm person C, in the shared folder I can create folder and files)

    With your personal account, are you able to access the SharePoint document library and create folders from the SharePoint site?  It seems to be your permissions issue on the document library.
