Stripping quotes from string.

My input csv file DOES NOT HAVE QUOTES ANYWHERE IN IT. 
 
However, what ends up in the list, every string is enclosed by quotes
 
 
 
What I'd like to do is remove the quotes here, but I can't make "replace" work with the existing expression
