unable to create a site.

Hi All,

I have created a Dev environment in the Power Platform for one of my users and granted user System Administrator access to that environment. However, when the user logs in to make.powerpages.microsoft.com to create a site, user is unable to do so. The user receives the error shown in the attached screenshot.Does the user require Azure Application Developer access to create a site, or are there any additional permissions required? Is there any way to create the site without granting Azure Application Developer access? Please guide me.

    Hi  ,

    Thank you for choosing Microsoft Community.

    This behaviour occurs because creating a Power Pages site requires the ability to create an Azure AD app registration.

    Even with full Dataverse permissions, the site creation process will fail if the user does not have the necessary Azure AD rights.

    To resolve this, one of the following must be in place:

    -Assign the user the Azure AD “Application Developer” role– This grants permission to create app registrations and is the most common fix.

    -Enable “Users can register applications” in Azure AD tenant settings – This allows all users to create app registrations without assigning a role.

    Have an Azure admin pre‑create the required app registration– This avoids granting the user any Azure AD role, but requires manual setup.

    Once the app registration requirement is met, the user will be able to create the Power Pages site without further issues.

    In addition to the points mentioned above,

    • Ensure that you have the Environment Maker or System Administrator role in the Power Platform environment, as creating a site in Microsoft Power Pages requires sufficient permissions in Microsoft Dataverse.  (which you said you already have)

    • Verify that Power Pages is enabled and licensed for the tenant or that a trial is available in the environment.

    • Check if there are any tenant security policies or conditional access rules restricting app registrations, as these can block site creation even when permissions appear correct.

    These all prerequisites required to create a Power Pages site.
