Merging Documents Captured from Forms

I'm not sure if this is the best place to post this, as this might be more so a question related to MS Forms, than it would be for Power Automate.

 

I want to merge multiple photo captures from 1 question in forms into a consolidated PDF document. However, when uploading photos directly from the Camera (instead of gallery) it won't allow as captured picture filename is "image.png" and it doesn't have an auto counter.

 

Has anyone else encountered this or does anyone have any workarounds?
