Scheduled flow not running

Hello, is there anyone can help me understanding why this scheduled flow doesn't start automatically? It works when I test it, and I already tried different hours just in case there was an error with UTC, but it doesn't start...

    It had actually something to do with the local time... who knows, I set UTC 00 and used the time of internet.
