Is it possible to add file content (of a created PDF) to an approval flow output?

I have a flow that the user initiates that goes through approval and provides an HTML output of that approval.

If possible I would like to add the content of the pdf that is being approved to the approval flow output. Right now it's just a link to the pdf on the SharePoint - but incase it get's moved or deleted, I would like to embed (or something) the actual content that was approved.

Any ideas?
