Power Automate Process Licensing (1.400 Employees)

We are in the process of integrating Power Automate (primarily cloud flows in attended mode) into our company, which has around 1,400 employees. We've run into a challenge: we don’t want to buy individual Power Automate or Power Apps licenses for all 1,400 employees just to access premium connectors, which we frequently need. It’s also difficult to determine which users specifically need a license, as some might only run a flow on rare occasions.

I've come across the Power Automate Process License, which, based on an MS Learn article, allows up to 25 cloud flows to be connected (within the 250,000 PPR limit). Would this setup work for us, or would there be licensing limitations in such a scenario?

Additionally, are there any other licensing options or alternatives that would better suit our needs, considering our workforce size and flow usage patterns?

    Hi,
     
    A recommended alternative for that size of users is to upgrade everyone to an E5 license.  This is going to give everyone enough access to do many things.
     
    From here, you can buy premium licenses as needed and assign those to your service accounts and makers.  Not everyone will need a premium license; depending on how your flows and apps are created.
