I wanted to see if there is a way to have a condition in an advanced form step based on if the user is currently logged into the portal? We are only using local sign-in, not Azure AD. TIA!

the user object is available in Liquid, regardless of the log in mechanism. I doubt you can access that though in the Advance form condition.
is the Advance form accessible by non-authenticated users - if not, then you can use Table Permissions and Access Rules to not sure the page to the non-authenticated user.
