I've built a flow to move rows of data in an Excel spreadsheet to a Google sheet. For the most part it is working, however, it is not moving all 373 rows from my Excel sheet to my Google sheet. It only moves 313 rows. I'm not sure why this is happening. Below is a copy of my flow. I'm hoping someone might be able to explain why this might happen or point out something wrong with my flow.

Try removing the first "Apply To Each". It shouldn't be necessary to have as a step.

Removed the first "Apply to Each" and now it's returning even fewer row, only 257. Any other thoughts?

Two things:
Do you have any filters set in the "List Rows" step?
In the 'List Rows' step click the 3 dots in the upper right, select "Settings", turn on "Pagination", type in the number of rows in the field below the toggle, click save.
