Has anyone ran into this error before and know how to fix it? I try unlocking the file but it doesn't seem to be work. I need the ability for the workflow to work while users are in the file.

Add a 2 minute delay between populate template and update file; most likely the previous steps have sync'd your file and is the root cause for the file being locked.
@trice602Thank you for the suggestion! I did try this and still ended up still failing. I know the users are in the file but still need it to update.
