Action Limit refreshing a Power BI Dataset even though i've just upgraded to Premium?

I'm aware of the Power BI 8 refreshes a day limit. I upgraded to Premium which allows 48 refreshes a day. I woke up this morning and saw this.

Why doesn't Power BI show any failed attempts to refresh after 23:30pm? It would usually show failed but doesnt seem to have even tried to refresh so it seems Power Automate decided to halt the flow.

The flow failed with the error below so it doesn't seem to have changed from 8>48 refreshes per day.

Where is the action limit being hit. Is it Power BI or Power Automate? I thought when upgrading to Power BI Premium I would be able to have 48 refreshes per day. I dont understand why there is no improvement since being on Power BI Pro...

So I've found out we only have access to the Pro Licence Capacity.

What does this mean. I have a premium account but cant refresh more than 8 times because the capacity is Pro?

I'm confused.

Hi @Epidot ,

You hit Power BI's limitation of refresh times every 24 hours.

Power BI limits datasets on shared capacity to eight daily refreshes1. If the dataset resides on a Premium capacity, you can schedule up to 48 refreshes per day in the dataset settings2.
Seems "Premium capacity" choice in your screenshot is grey which is unavailable. Click on "Learn more" to see what you can do next.
