Outlook for Web opens SharePoint link as new email address

I have a flow that sends approvals with a link to a document library.
 
When the link in the notification email is clicked in Outlook for Desktop, the link is opened in the browser. However, when the email is viewed in Outlook for Web and the link is clicked, it opens a new email and enters the link URL in the "To" field.
 
You can see in the screenshot that the link is not malformed, it uses the http protocol and not the mailto protocol.
 
Why would that link open as a new email with the URL as the recipient?????? Is that an issue for Outlook for Web?
 
For comparison and troubleshooting I have used the "Link to item" feature as well as the markdown for a link. I can see in the flow run that the URL is correctly formed.

    Same issue here! Just started happening last week and also happens in the "New" Outlook as well as web. Left click treats the link like a mailto but right-click "open link" works just fine. No answers from my MS tickets yet, but smells like a bug.

    I knew I saw this posted in the community somewhere. I posted about this as well and I can duplicate the issue. It looks like you posted this in the Outlook forums as well: Outlook for Web opens SharePoint link as new email address - Microsoft Community. I tried the solution offered that was posted there, which is to wrap the URL in a uriComponent() expression.   
      
    I tested the recommended solution, but that makes the issue  worse and the link then does not work anywhere; Teams, old Outlook or Outlook for the Web.  
     
    As of now, I don't have a solution for you. I would recommend submitting a support ticket to Microsoft through your company's admin center.

    Hi, 
     
    here is how the link is constructed.
    - I populate a variable with a text string from the SharePoint list item that triggers the flow. The link in that text field is correct.
    - I compose the Markdown for the body of the Approval, using markdown syntax
    - I add the markdown link to the body of the approval
    - I add the variable to the "Item link" property of the approval, just for testing.
     
    Note that when I right-click the link in Outlook for Web and select "Open in new tab", the correct SharePoint target is opened.
    The link is fine, as you can see in the status pop up of my screenshot above.
     
    It's something in the Approval body email that causes the link to generate a new email. 
     
    Here are screenshots of the SharePoint field from the flow run trigger output, the variable initialisation, and the link in the output of the approval.

    I logged this as a bug through the Admin portal to Microsoft Support.
     
    They have confirmed that a fix is underway and will be rolled out next week.
