How would I go about finding the best meeting availability during a specific start date and end date of a user and then schedule a meeting?

Is this user part of the organisation and does the user have an Outlook 365 mailbox?
If so, I would suggest to look into the Find meeting times (v2) action of the Office 365 Outlook connector:
https://learn.microsoft.com/en-us/connectors/office365/#find-meeting-times-(v2)
Within this action you can enter the attendees e-mail addresses and let the action find the suitable slots.
Yes, they are! Another follow-up question, would this action help me search and find a room to reserve with the teams meeting I create as well?
Yes, that action also has a resource attendees field which can used for the rooms you want to check for availability.
