I am working on creating a customized news digest that goes out daily to our company distribution list. The list is about 2000 people and I am using send an email v2. I was going over the limitations for flow and it says 500 actions per workflow. Does flow treat the distribution list as 1 user or 2000 users where I will need to write a nested flow.

The limit that you are describing refers to the actual number of actions in your Flow.
The number of users in a distribution group is an issue is an Exchange Online limit - there are a variety of limits to what you can do with Exchange Online, That said, my understanding is that you won't have any issues when using a distribution list with 2000 users.
