How to send an email notification based on list column containing information.

I'd like to have a conditional email notification sent out based on list entry in sharepoint. 

 

If the "Assigned to" field is does not have a person listed, send to a default email. 

 

If the "Assigned to" field does have a person listed, send to that person's email.

    Hello,

     

    Can you explain what you need help with? There are lots of examples of doing this, even under recommendations.

    When a new list item is entered there is an "assigned to" field. This is a people field and is not required. If that field is not filled out, I want a notification sent to a default email. If that assigned to field is filled out, I want it sent to the person in the "assigned to" field. Does that give enough information?
