    Shouldn't true be 'true' rather than the boolean expression

    Try testing for text string 'true' because your data for the "Value" property is text (and not boolean, true, false):
      {
        "ColumnName": "Modified",
        "Value": "true"
      }

    If your data contained boolean data type for the "Value" property, your original filter would work correctly:
      {
        "ColumnName": "Modified",
        "Value": true
      }

    Updated: Having watched the video, you may have missed the following step: https://youtu.be/Ek4oYWPWfT0?si=JXPmJWQUhyI25_xL&t=1262, where the Filter Array action is configured in advanced mode:

    Note that if you switch from advanced mode back to basic mode, the 'true' (i.e., true inside single quotes) in the expression will revert back to the "incorrect" expression, true

    Advanced mode:
    @equals(item()?['Value'],'true')
    Basic mode:
    @equals(item()?['Value'],true)

    So, you may want to use:
    string('true')
