Looks like you have a space at the beginning to me.
Hi. I tried you suggestion and the error did go away. However, the filter did not seem to be effective.Below is the json response body. You'll see that active=false are still showing up in the body.

Thank you for taking the time to reply. I checked and there is no space at the beginning of the uri.
If i encase Active=True in (), the http call works. But the filter does not. I still get Active=false in the json response body. Any ideas?

How about if you use:
https://na109.epm.cyberark.com/EPM/api/sets/c68e4bc5-abe7-4066-9fba-abf6ac4b881b/Policies?$filter=Active%20eq%20true
