Flow Completes but Returns 'Flow has Failed'

I have a flow that is creating an Excel file from the filtered content of a SharePoint list.

The Excel document is being created, and the content thereof is correct; however, the flow keeps returning failed.

What am I missing?

Some of the items under Apply to Each may have failed.

If you click on Next Failed (see marked screenshot), you will see the failed item(s).

Only 59 (out of 1004) comply with the filter, and I'm getting all 59 in the created Excel.

Why doesn't the flow terminate, per the last action, and return 'Succeeded'?

When you click Next Failed, do you see any error in the Create File action?

Are all 59 files being created too?

Yes, the file is being created and all 59 qualifying items appear in the Workbook.

Newly created Workbook -
First five rows from Excel file -

First item in Condition, no errors -

All other 58 items have an error, even though they appear in the created Workbook -
