Import legacy failed and save as new flow does not pop up

Hello, usually when I import a flow, the option "save as new flow" appears. However, a colleague of mine doesn't see this option. Can anyone tell me why or what we need to do?

 

What do we have to do that the line "Import failed. To import this flow you'll need to save it as a new flow first. Save as a new flow" appears.
