What should happenes if you turn off a flow and you have said, 10 emailed arrive in the mean time then turn on flow again
Would to email in the pause time trigger the flow as soon as it turn on or would the flow only run with the email that arrive after the flow was re activate?

Unless it has changed Turning the flow off just pauses the actions, when turned back on it would start processing the emails that came in while turned off.
To avoid this behavior, you can save a copy of the flow and when turned on it will start looking for new emails from that point forward.
