Sorry no idea what LINE is, would be good to share that since ill be most of us don't know.

However, there are ways to download data via API yes, but again I have no idea what LINE is.

But you can use the HTTP(s) connector to do it, you can use certain Onedrive (download from URI)

First of all thank for attention about this matter. I'm greeting to share as LINE is a freeware for communicate that widely used on south east asian people (just on my opinion).
About the API, I did a little research and found that their have API for download a picture from chat [1] but i not sure how to deal use it, could you provides with some example ?

Hi @pongbork

My belief is yes, you could setup an HTTP(s) Flow, that waits for and consumes WebHook events from LINE. Looking at their docs their webhook does let you download the videos and images people post into the channel.

Below is how you consume those events and then you can call their Get Content API. According to Step 2, I see no reason it wouldn't work. But without setting it myself, I cannot guarantee.
