Power BI button export unsuccessful

I have a user who has 'unsuccessful' come up after trying to test a Power BI CSV export using the Power Automate visual in Power BI service.

Upon checking I saw this thread which is similar around data refresh. https://community.fabric.microsoft.com/t5/Desktop/Button-to-refresh-dataset-only-working-for-me/m-p/2758456#M959718

Is this really the only way to allow users other than myself to use the button flow by going to 'Run only users' section? With 200+ users that can come and go. Is there really no other setting that prevents the restriction of users?

Thank you. Have done.

I don't understand the audience the visual is aiming for, for those that want to disable exporting using the standard functionality, but use this instead.
