Does 'repair tips' always send an email when the flow fails?

Does 'repair tips' always send an email when the flow fails?. I turned on 'repair tips'. I then ran an automatic flow and deliberately caused it to fail. I didn't receive any 'repair tips' however.

You should not rely on Repair tips for Exception handling.
You should include your flow actions inside a scope and add an Exception scope to handle error scenarios.

I would like to see this feature be more reliable, as well. When the connector associated with the "run after" configuration fails, the error handling is lost.
