Connection Reference Repeated Error

I am attempting to move all of my production flows into solutions and then into my newly created Production environment.  However, of course with my most complicated flow, I keep running into the same error and it might cause me to go mad.

I removed the connections to replace them with connection references.  I went meticulously through every single action (SharePoint, Outlook, Approvals) and added the connection references.  Every time I go to save it at the end, I get the error "Some of the connections are not authorized yet.  If you just created a workflow from a template, please add the authorized connections to your workflow before saving" and the Flow Checker suggests that I add connection references again.

I've done this process 4 times now and something about insanity is coming up because the same error keeps happening.  Like I said, this is my most complicated flow, so there's no easy one thing to screenshot and share, but I've checked in every loop and conditional and everything is replaced with a connection reference and isn't a lingering one that I've forgotten 4 times in a row.

@lsheltonSTO1  you can delete all the connections from the flow, that will show you the error on all the actions using it, that way it will make it easier to identify which connector has the issue.

If you are referring to the prompt once the flow is in the solution to delete all connections, I've done that 5 times now.  It seems like it's a bug with this one flow, as the connection references were used without error in other flows in the solution.
