Since your trigger is when a file is created you can't stop sharing just after creation because at that point no sharing links exist. I think you are confusing Sharing with Permissions. What you want to do is break inheritance and then set individual item level permissions on the item. That can only be done through HTTP REST calls in Power Automate.
