I have creted a custom action and added it in a Assets library, but when i add a custom action to a flow i can't see the "custom Action" section, and so I can't use the action

I remember spending days agonizing via trial and error to find out what exactly causes this to happen. Unfortunately was never able to figure it out, however the work around was thus - Use an template action when creating the Power Automate module in Visual Studio, if you've done so already, just re-make it and copy paste your code, I'm thinking it has something to do with the naming of the modules you make but I'm not sure exactly what.
Unfortunately, I do not know the cause😵I hope to get an answer from Microsoft official.

I have confirmed that Custom actions works fine with Power Automate for desktop version 2.36.00220.23247.
If you run the sample code on the following page as is, does it not add them to the action list?
