Change to SharePoint List updates Excel table or adds to Excel table

Hey all! 
I am finally giving in, the hundreds of other posts about similar issues aren't helping. Maybe you all can spot what I am missing.

 

I have a SharePoint List where people on a team will "claim" a row (or make changes to other information in a row they have already claimed).

That information then pushes to Excel to create "working" tabs for them to do whatever they need to do to the data before importing into our system. I can get the information to excel but it isn't updating or adding correctly. 
Each change on the SharePoint (even just to one cell) is adding 300+ rows with all of the data listed over and over again.

Both should be connected by the "Dataverse ID"

The condition is: int(triggerOutputs()?['body/Title'])    is not equal to     int(items('Apply_To_Excel')?['Dataverse ID'])

Trying to make sure both are counted as numbers - the first part is what the dynamic content added in when I selected the SharePoint Dataverse ID; the second part I kind of had to make up, it wouldn't let me choose the Excel Dataverse ID field. I'm guessing this is where it is all confuddled. 

 

I've also just tried using the dynamic fields and got the same result where it is adding a ton of rows and not updating anything.

    You guys!!! I got it slightly figured out!!! I can now get it to update but not add....
    I converted the excel ID to a string value since it seems SharePoint had it as a string value as well.

    I feel like I keep missing that one tiny thing.....
