The answer is Yes, No, Maybe
If an Excel can be posted in OneDrive or SharePoint - 1 Point for Yes
If an Excel can have a Table created around the Data - 1 Point for Yes
If you want to grab random data from randoms cells that you cannot get a table on - Fail for Power Automate
If I ignore your Row 3 in the excel, my answer is completely Power automate can do it.
Create a Row around 4-7 and read it in. Of course you have a blank row, so you'd have to handle that its blank but thats easy
As for Row 3, do you need that data? If so, is Row 1 and Ro 2 there also???
again it really depends on each literal sheet if the answer is Yes, or No
Maybe is reserved for things that may need some massaging fire.
But tons of people use it for that purpose.
