I've never seen this in the past. Windows 11 is generally supported by PAD perfectly fine. But I can see you're on the "Dev" version, which could maybe cause issues. I don't think I've ever tried deploying PAD on that. If you're able to switch to a more standard version, such as 22H2 for example, you could see if that's impacting PAD.
You should also check the Application logs in the Windows Event Viewer for any error events at the time when this happens. Maybe you can find some that correspond to the error. That would possibly help debugging the issue.
However, I think this is more likely simply a bug in PAD. I would suggest reporting a ticket to MS. If you do find any error logs via the Event Viewer, I suggest including those in your report, along with your OS version.
