Your operation has been throttled. (Excuse me...what??)

I built what I thought was a very simple API flow that is designed simply to refresh my dataset for one of my Power BI reports.  It was working fine while I was testing it, but as soon as I rolled it out to my customer, it stopped working.
 
 
I keep getting this error now and it won't run at all:
 
"Alert: Your operation has been throttled.: Looks like your flow's operation is hitting an action limit designed to protect the connector service being called."
 
All I need it to do is refresh my dataset which is comprised of text files located on a data warehouse server and one SharePoint list.
 
Can someone please help me?  I'm well versed in Power BI, but I'm very new to Power Automate and I have yet to create a flow that works consistently.  This one included.

    So let me, as one of the moderators, say for certain that comments like this are not the way to get people to answer you. People will answer how they see best answers your question.  You can feel free to ignore them or not to figure out what helps you.
     
    Kindness goes a long way especially when you need help.
     
    And please don't send me to a link that will get all technical on me
     
    Now please share the following
    1) what license do you have for Power Platform and or just Power Automate?
    2) always share your flow, so we can see the steps etc
    3) check out your Flow Run History, see how many times it's been triggered
    4) are you seeing failures, retries? in your flow run, which can burn through Actions

    Now please share the following
    1) what license do you have for Power Platform and or just Power Automate?
           I have Power BI and Power Automate Premium Per User license.
    2) always share your flow, so we can see the steps etc.   (see attached zip file)
    3) check out your Flow Run History, see how many times it's been triggered  (see below.  It worked 3 times.  after that, all fails except when I canceled one when I knew it would likely fail).  It's a cloud flow that is triggered by a button from within Power BI.
                   
    4) are you seeing failures, retries? in your flow run, which can burn through Actions
                I'm not sure what you're asking.  Every time I run it, it fails - regardless of where I run it from - Power BI or trying to test the flow.

    Can you open the flow run and see why it failed (I see the one is canceled)
     
    I was trying to see if inside the flow we are seeing retries etc on actions. Based soley on license etc I dont see a problem, but i'd like to see if you can pop open one of those Runs marked failed and share that.

    Yes, I was able to open the flow and see the retry history.  There were 8 retries, all lasting 2 seconds or less.  After roughly 30 minutes, I get the "failed" message.

     
    However, I think I may have discovered what the problem is.  With a Premium Per User license I thought I was able to refresh up to 48 times.  I tested that today.  It will only allow me to go to the Pro refresh limit of 8.  Even though my Power BI license displays as Premium Per User, under My Account, it shows Pro AND a Premium Per User "ADD-ON".  See below. 
     
    I'm wondering if the Premium Per User license isn't a "true" Premium license which allows 48 refreshes.
     
    Do you think this could be it?  I'll have to check with my company to see what restrictions they have in place.

    That is correct.
     
    Use the Enhanced Refresh Request API and set the retry count to 0.

    That is correct, that's why its important to share the flow, that was a no brainer after looking at the flow itself.
     
    As you can see, you are in fact gettings lots of retries, which burn through them immediately. again no brainer once I see the flow and then run, which shows the retries.
     
    Glad you have it, well... not resolved but :-) understood.
     
    Darn licenses and rules and stuff.. seriously lol its all a big ocean, toss out your baby fishing pole and hope to catch the right answer sometimes. Its no wonder we aren't all bald from pulling out our hair :-)
