Power Automate Desktop requires an internet connection to function, as it continuously communicates with the Power Platform cloud in the background. Therefore, if the internet connection is lost, Power Automate Desktop will not operate.
For an instance, you are able to build a bot with Internet connection and later point of time if you don't have internet on your machine then you can consider hosted RPA license which comes with $215 per bot per month. Once you develop the bot you can take image of your machine image/use default image OS provided by Microsoft and create hosted machine and you can schedule or trigger them from cloud flow. Once your cloud flow is started running then it will work without require any internet connection from your end.
